The City of Ann Arbor – YMCA Resident Relocation Effort –
The City of Ann Arbor purchased the old YMCA building at 5th and William in order to preserve the 100 units of affordable housing. In November, when the plumbing failed and the residents had to move out of the building, the City Council found themselves in a difficult position; either help keep the residents housed or to let them try to find new housing on their own with a high likelihood of becoming homeless.
The City Council chose the politically difficult but morally correct option of helping to keep the residents of the former YMCA housed. With the help of the Community Development department the City has housed them in hotels, provided transportation and supportive services to ensure that the residents are not forced into a desperate situation.
For taking this bold action the Shelter Association of Washtenaw County awards the City Council and the staff of the Community Development department, under the leadership of Roger Frazer and Jane Miller, the Robert J. Delonis Community Service Award with great appreciation.
Washtenaw County 15th District Court: Street Outreach Court - The Honorable Elizabeth Pollard Hines Accepting
The Street Outreach Court is a community project of the Washtenaw County criminal justice system and advocates for the homeless. The SOC offers individuals who are experiencing homelessness (or at risk of becoming homeless), and who have demonstrated their commitment to working with service programs to reduce the recurrence of offending behavior, the opportunity to resolve Washtenaw County cases of civil infractions and non-violent misdemeanors, including warrants. While the SOC itself does not provide a home for the person participating nor end homelessness, it is designed to help remove barriers to people obtaining housing, treatment, benefits and jobs, and to reduce crime and jail overcrowding.
Judge Hines serves as the Chief Judge of the 15th District Court and in the District Court Division of the Washtenaw County Trial Court. She is being recognized for her leadership in the establishment of the Street Outreach Court.
Norman Herbert – The Blueprint to End Homelessness, Workgroup 14: Integrated Funding Structure and Process
Washtenaw County is one of approximately 130 communities nationwide that have committed to and developed a plan to end chronic homelessness as described by the U.S. Interagency Council on Homelessness. Our community is committed to achieving the goal of ending chronic homelessness in a compassionate manner which is both efficient and effective.
The Integrated Funding Committee is dedicated to increasing efficiencies in the distribution of funds by combining the resources from multiple community sources. This collaboration will reduce the amount administration of both the funding agencies and the recipient organizations, and it will help to ensure that the limited resources are being targeted to organizations that provide the most help for the greatest number of people.
Norman Herbert is being recognized for his leadership as the Community Champion of the Integrated Funding Structure and Process Workgroup and as a community leader committed to principles of the Blueprint to End Homelessness. Mr. Herbert became involved with the Integrated Funding Structure workgroup through his long standing commitment to the Ann Arbor Area Community Foundation, one of the grantors which has been a driving force behind the efforts to streamline funding for homelessness and housing issues in our community.
